This year, however, Joe Biden and former President Trump have all but locked up their respective parties' nominations, depriving the Tuesday elections of their usual suspense. Nikki Haley, who has so far failed to break through in most GOP primaries, delivered a win in Vermont over Trump, adding to her first victory in Washington, D.C. States holding elections Tuesday are Alabama, Alaska, Arkansas, California, Colorado, Maine, Massachusetts, Minnesota, North Carolina, Oklahoma, Tennessee, Texas, Utah, Vermont, Virginia and the U.S. territory of American Samoa.
